Following the passage of HB 5066, ERCOT completed a study and reliability plan for the Permian Basin, noting “unprecedented load growth.”
Section 39.167 of the Public Utility Regulatory Act (PURA), implementing HB 5066 requires the PUCT, no later than January 30, 2024, to direct ERCOT to develop a reliability plan under PURA § 39.166 for the Permian Basin region.
